Having withdrawn from the Battle of Three Mountains, Lord Dondarrion's army has split, the main body heading north and east.
A fully garrisoned Blackhaven castle awaits the combined Faith/Dornish army, and word is reaching their scouts from captured stragglers that an actual army of Kingslanders is forming at Grandview, under Lords Morrigen and Rykker. In response, Princess Nalya has dispatched the famed Marcher warrior Harryld and additional troops, but the army will take until at least April to arrive.

Ghaston orders his army to make camp on the northern side of the fortress where he knows attacks rarely come, allowing the Dornish to make camp on the south. The keep is encircled by the combined Faith Militant and Dornish forces, cutting off all supply routes in and out. He orders the construction of mongonels to bombard the towers and walls every day. Wooden belfry siege towers are also constructed, taller than Blackhaven's towers, to conceal and enable bow men to shoot arrows down into the castle when it was time to take the walls. In the event these measures do not breach the walls, a large covered ram is constructed as well.
The Lord-Commander dispatches a messenger to Lord Dondarrion declaring his intent to attack and offering parlay to discuss terms.

Of course Ghaston can build siege engines and such; but it's not going to be a "it's done tomorrow" process. I think the confusion here stems from advice to hole up and await aid with a fully garrison behind his walls. Blackhaven is built on elevated ground anyway, and poor dirt for tunneling, but eventual;y, yes, all sorts of siege engines are going to be built. The question, though is whether they can be built in a timely enough manner to beat the inevitable relief force. That is a much different question.

Lord Robert opens the gate for the messenger. He gives an annoyed sigh and nods telling him he will accept terms of parlay. He makes sure his defenses are in check before leaving, he has Grease Fire barrels, Fixed Ballista on the Turrets and flame brazers on the walls for the archers to have fire arrows.

Ser Ghaston rides out to meet the enemy commander at a safe spot between the castle walls and the besiegers' lines, well beyond the distance of either army's archers or ballistas. Ser Silar of Honeyholt and Ser Myles the Everprayer flank him on either side, one carrying a banner depicting the seven pointed star of the Seven and the other the white flag of parlay. Lord Yronwood accompanies them as well, joined by whatever escort he deems necessary.

Robert arrives with his own number of guards. Having to double up due to the case of his rivals had done to him, they wield the Twin Lighting Banner, the Lighting lord wearing onyx black armor sits and waits for the other to arrive.

They arrive, eyes wary for signs of witchcraft or sorcery. Ser Ghaston remains ahorse, looking accross at Dondarrion.
"I am glad to see even heretics can act as men." he said evenly. "I am sorry we had to meet again under such circumstances, Lord Robert, but I do hope to carry out these proceedings in an honorable manner."

You have caused war, I think you need to worry about your keep in the middle of our lands." Intimidation: 50 + 42=92 Diplomacy: 50 + 50= 100
Each side is completely free to do what they want
