In that area, it's hard to tell the difference between pirate, trader, and sellsail. Having some kind of kings writ or permission would go a far way to establishing some kind of legitimacy. Do you have any more recent intelligence on the pirate? I've heard numbers ranging from 20 to 30 ships, and over 5 thousand men. I'd like more details if I could."
