Team 2 is composed of the citizens of the village and holdfast of Coldsteel Creek, named after a long ago battle between the Lannisters and the Greyjoy/Gardner alliance of centuries past. It lies inside the Crakehall woods, a single winding road thirty miles long linking it to the Searoad. Its position near the border of the Reach and West occasionally lead to tensions, as minor bannermen sworn through their lords to Old Oak in the south occasionally come north, but such raids are rare in this day and age.
Even the Ironborn threat is diminished, leaving only the tax man, and while the lands of Coldsteel Creek are rich in timber and foxes and the seas teem with fish, years of warfare have left the male population diminished, and its ability to pay its money-hungry lords' taxes lessen every year. Old Lord Nylan to the north, sworn to the Crakehalls, lives in his own keep fifty miles north, and his knights are more than willing to take the Queen's share of their coin by force if necessary.
PCs of the town of Coldsteel Creek start with 400 points and may have a maximum skill of 70 in one ability, 60 in all others. The master of Coldsteel Keep is a landed knight. The town has about 300 adults if you include the outlying farmsteads, which are few in number owing to the forests. Most people fish or harvest timber for their livelihoods, but there are also plenty of veterans of the wars against the Reach or Lord Dayne or even the aborted war with the Starks to the north. There is no maester but some learned men are about and a few messengers bring news of the wider world, or the occasional ship too small to pack with food all the way from Crakehall to Old Oak or Lannisport will dock and spread usually ridiculous rumors of larger events.
