The Archon is naturally, in the massive palace situated on the hill dominating Tyrosh's harbor. As a huge rival of Myr, Pentos, and Lorath, and also being near the pirates of the Stepstones, Tyrosh is a very martial city, its mostly mercenary army well-trained and paid, its fleet medium-sized but very heavy on the galleons that dominate close-in warfare, and corsairs to hunt the raiders in their little coves.

After warning his men not to get too drunk - and knowing that it's probably a forlorn hope - Ragnar headed up to the archon's palace and requested an audience.

Most of his men are drunk before even leaving the ship, though the brother to King Euric, Pol, is an exception. He is sober and serious, and a fine hand with his axe, as Ragnar has learned through training with him on the endless journey. The Archon's men greet thm at the gates and ask for their names and business.

The guards are silent a moment, until the large doors open and a tall, powerfully built man in his middle thirties greets them. "I am Zahnder Trel, Archon of Tyrosh and Lord of the Stepstones." The latter title may be an exaggeration, but the grudge is deeply felt, for House Saan had sided with Stannis rather than them almost eighty years prior. "Come inside, Prince Pol, Lord Ragnar, and share in food and drink."
Inside, the meeting hall is austere, with the only comfort coming from cushioned chairs, everything else stone or hard wood and undecorated.

The Archon offers them strong, brown ale, seasoned with cinnamon. "Interesting." He thinks. "It has not escaped my notice that the rest of Westeros is picking and choosing sides. Volantis and the Kingsland, the North and Braavos, Dorne and Lys, if the rumors reaching my ears are true...it does seem that a general strengthening of the navies of the world does not serve either of our interests, being island-based."

"Volantis or Myr, I think. Lys is too weak for us to concern ourselves with. Still, even the knowledge that Tyrosh's battle fleet sails with the Iron Fleet into war shall make those who'd face us second guess their decision. Between us we counter both the Arbor and Volantis with no difficulty."

He leans in, "But, were I a raider, I'd strike the Myrish coast. Leagues of mostly undefended lands and some of the finest womenfolk in the area. I have a few myself. And the spice fields there always sell well."
