An npc is defined naturally as a nonplayer character. I am taking the controversial and probably soon to be repealed step of allowing players to create as many damn NPCs as they want for side story lines and any RP whim they get. Skills for making an npc for an employee or wife/lover/etc of another PC are capped at 65 unless I approve something else, total skill points of 400. Not every NPC needs to actually have that many points.
If a player is running an adventure for other players such as an outlaw hunt or a tourney or a border skirmish or the like, you can set the NPCs ability at virtually any scores you can justify, but any scores over 80 have to be approved by me via a PM. If you need to borrow and admin NPC off the famous lists or a really important lord send me a PM and I'll give you the notes for them.
