The eldest daughter of Lord Gilbert Costayne, Elissa was born at sea, scarcely more than nine months after her parents met. Then heir to Three Towers, Gilbert had always loved sailing, meeting his wife Brida during an expedition to Lonely Light, and becoming infatuated with her. The two married a fortnight later and spent their time at sea, with Elissa the first proof of their passion. More children followed on subsequent voyages, with the couple spending little time on land, but Elissa was her father's joy. She spent the first years of her childhood mostly at sea, learning all she could of ships and sailing, and hated being made to sit still with a book.
When Elissa was nine years old, her grandsire summoned her to Three Towers, alongside her brother Triston. Elissa wept bitterly when she learned she was to be taken away from the sea and sent to the grandsire she barely knew. Thereafter her grandmother and the septa of Three Towers tried their hardest to turn her into a lady, but Elissa resisted at every turn. She spent her free time in scruffy tunics and breeches, playing with the boys and later fighting with them. At ten she sweet-talked one of her grandsire's knights into teaching her the art of swordplay and prayed for the day when she would be allowed to return to sea. To her septa's despair, she struggled hard with the ladylike arts like sewing and music. She flowered at twelve, and then, when her parents next visited Three Towers, Elissa was finally permitted to return to the sea. Her father took her on a voyage to Tyrosh and she felt pure happiness for the first time in years. Elissa begged her father so let her stay aboard forever, but Gilbert sadly refused.
When Elissa returned to Three Towers, she learned that Lord Costayne was planning a feast for the nobility of the Goldlands, hoping that one of the young men would take a fancy to Elissa despite her wild ways. Only a promise from her father to take her sailing again after the feast could persuade Elissa into obedience. The feast went badly, however, since relations between Tom and Brida had begun to sour, and entire hall witnessed a quarrel when Tom accused Brida of flirting with another man. To make matters worse, Elissa heard one of her female cousins was heard mocking her as the Witch's Daughter to two young knights, and she also heard two old women whispering that Brida was a seal in human form, and that she and all her kin were cursed by all the gods. Elissa yelled at the old women and was sent to her chamber in disgrace. No betrothal resulted from that feast, and the promised voyage to Myr was denied her as punishment for her outburst. Two years passed in which Elissa was denied all opportunity to sail, though she was pleased to be reunited with her younger siblings when they too were sent to Three Towers for their lessons. Her grandsire's attempts to find her a husband failed as well. And then news reached Three Towers that rocked the family to the core. Brida had returned home to Lonely Light. When Gilbert visited next, his hair was grey and his face lined, but he would not speak of his wife's defection. Yet some good came of the incident, as Elissa was finally allowed to go to sea with her father. Gilbert grew to rely on his daughter, teaching her everything he knew while Elissa did her best to forget about silly things like betrothals.
Surprisingly, Lord Costayne allowed Elissa to remain at sea in the following years and their brief meetings in that time were cordial but distant. Yet even when Elissa's eldest sister, Lyra, was betrothed to a son of House Cuy, Elissa was allowed to remain at sea. There were whispers about her wildness making her unsuitable for marriage but Elissa didn't care. She had finally got what she wanted. Elissa was eighteen when she met Tom, the second son of Lord Rowan, during a visit to Oldtown. The two hit it off at once, since Tom loved sailing as much as Elissa did, and though she denied romantic feelings at first, she soon agreed to marry him. The two were happy together, spending their time at sea both before and after the birth of their two children, Melessa and Alester. Together the couple had many adventures and Elissa gained a reputation as a warrior and a sailor in her own right. As her father had done before her, Elissa consented to send her children to Goldengrove for training, but only after she was reassured that they were both happy with that arrangement.
Tragedy struck, some years later, when Tom's father and unwed elder brother were killed fighting the Ironborn. That made Tom Lord of Goldengrove. Elissa did not much care for being Lady Rowan until she learned that it could open extra doors for her. Yet the family's troubles were not yet over. A couple of years later, Tom was crippled during an accident at sea. Elissa nursed him as best she could but it meant no more seafaring for Tom, who thereafter dedicated his time to the stewardship of his lands and supervising the education of their two children. He left Elissa in charge of their affairs at sea, a role she has enjoyed ever since.
