The city is ruled by House Manderly, and is one of the largest settlements in Westeros, also harboring the Northern fleet in peacetime.

Lord Maekar arrives at the head of the vanguard, he shouted to the guardsmen that the Goldlands had arrived. His white hair, and beard had grown out as they moved north to guard against the cold. It left his face more dower than usual, his angry eyes peering out between a burly but close cropped beard, and bushy eyebrows.

The mermen open the gates. The city is well prepared for battle. A man comes out. "I'm Devan Manderly, Lord of White Harbor," he said. "We have ships enough for all of you. Rooms are prepared for the night, and ale is on us."

Maekar shakes the lord's hand with a gauntlet,"Any news from Castle Black, or Eastwatch? And I thank you for the beds, and ale, the trip here was exhausting."

He blew out a sigh, his shoulders slump in exhaustion as well as relief. But he straightened suddenly,"Isn't that all the more reason to leave as quickly as possible? Why wouldn't they want to hold the wall?"

"I don't know," he said. "But we have fifteen thousand men there and nothing to fight yet. When you join we will have enough to hmguard the Wall and also venture north."

He sent a message to The Lord of White Harbor, asking to be received.

Lord Devan is arriving with the fleet, fresh from dropping off the vanguard. He rubs his eyes and greets the Reachmen. "Lord Tyrell," he said politely. "I'm Devan Manderly. Nice to make your acquaintance."

"Lord Devan, likewise" Arthur replied, extending his hand. He smled wryly. "I appear to have lost my vanguard. You wouldn't have some inkling of their whereabouts would you?"

The young Lord of Brightwater Keep frowned, not pleased with this piece of news.
"It seems that Lord Maekar has taken it upon himself to divide our forces without my knowledge or consent." He studied Lord Manderly. " A good start to our campaign.
He handed his horses reins to a servant. "We must talk at length Lord Manderly. "What is the latest news regarding these dead?"
