Years of warfare and lawlessness have beggared the economies of the world into shells of their old selves. The Ironborn's Racine of the formerly vastly wealthy Goldlands has left hundreds of thousands starving, and their conquest of Tyrosh and subsequent horrid mismanaging of a nascent market economy has caused a collapse in trade unparalleled in memory. The importance of gold has only increased.
Reflecting this instability, lords may possess tens of thousands of willing soldiers and only be able to afford a few hundred. Economic and intrigue skills are now more important than military prowess at maintaining power.
Governing: gain one resource of any sort per ten points per quarter, recruiting more than 10% of lords available manpower requires a roll of increasing difficulty. Finance: 1 gold point per quarter per 5 ability, successful rolls of varying difficulty to host tourneys or conduct expensive and unusual projects (shipbuilding, new castles or forts, etc)
